Kolwezi, le 19 d\u00e9cembre 2024 \u2013 La Table Ronde sur la sous-traitance en RDC, organis\u00e9e par la F\u00e9d\u00e9ration des Entreprises du Congo (FEC) avec l’appui du PNUD, a marqu\u00e9 un tournant d\u00e9cisif pour le secteur priv\u00e9. Sous la pr\u00e9sidence de SEM Louis Watum, Ministre de l\u2019Industrie et du D\u00e9veloppement des Petites et Moyennes Entreprises, cet \u00e9v\u00e9nement a r\u00e9uni acteurs publics et priv\u00e9s pour discuter des enjeux, d\u00e9fis et opportunit\u00e9s de la sous-traitance.<\/p>\n\n\n\n

Dans son intervention, le Ministre Watum a d\u00e9voil\u00e9 les fruits d\u2019un travail intense men\u00e9 par une Commission multipartite qui, durant trois mois, a relu et enrichi la loi de 2017 sur la sous-traitance. Les propositions phares incluent :<\/p>\n\n\n\n

  • Une clarification des concepts juridiques pour lever toute ambigu\u00eft\u00e9 ;<\/li>\n\n\n\n
  • La protection des march\u00e9s de sous-traitance pour les entreprises majoritairement congolaises ;<\/li>\n\n\n\n
  • Un r\u00e9gime de sanctions graduel et dissuasif ;<\/li>\n\n\n\n
  • Un m\u00e9canisme de r\u00e8glement amiable des diff\u00e9rends sous l\u2019\u00e9gide de l\u2019Autorit\u00e9 de R\u00e9gulation de la Sous-traitance ;<\/li>\n\n\n\n
  • La pr\u00e9servation d\u2019un climat d\u2019affaires attractif pour les investisseurs.<\/li>\n<\/ul>\n\n\n\n

    Le Ministre a \u00e9galement annonc\u00e9 un avant-projet de loi sur le contenu local, visant \u00e0 renforcer la participation des Congolais qualifi\u00e9s dans les secteurs \u00e9conomiques porteurs. Ces r\u00e9formes, apr\u00e8s examen par le Parlement, devraient renforcer l\u2019inclusivit\u00e9 et la comp\u00e9titivit\u00e9 de l\u2019\u00e9conomie nationale.<\/p>\n\n\n\n
